OPTIMALISASI LEGALITAS TANAH WAKAF MELALUI PENDATAAN DAN INVENTARISASI DALAM UPAYA PERCEPATAN SERTIFIKASI DI KELURAHAN TANAMODINDI

Abstract

Waqf land is a religious asset with strategic value in supporting religious, educational, social, and community economic empowerment activities. However, many waqf properties still lack adequate legal status due to poor administrative management, incomplete waqf documentation, and the absence of land certification. Similar conditions were identified in Tanamodindi Village, Palu City. This community service activity, conducted through the Thematic Community Service Program (Kuliah Kerja Nyata Tematik/KKNT) on Land Affairs, was implemented to support the acceleration of waqf land certification through data collection and inventory. The program employed a participatory approach consisting of observation, interviews, data collection and inventory, document verification, and data digitization into the SITAWAF and SIWAK information systems. The results showed that 11 waqf land objects, including mosques, educational foundations, and orphanages, were successfully identified and inventoried. Of these, four objects met the administrative requirements and were eligible for further processing through the waqf information system, while the remaining seven still required document completion. The main challenges included incomplete Waqf Pledge Deeds (Akta Ikrar Wakaf/AIW), the absence of waqf land certificates, and limited access to the waqif or their heirs. This activity produced an initial database to support government agencies and related institutions in accelerating the legalization of waqf assets and improving sustainable waqf administration.
